I am still using windows 98, so Apex DC++ does not work for my computer. My second problem is that PWDC++ is putting all hub dialouge in an asian language. How do I change this? is there a fix for it? what file can I download?

you still haven't answered my question... if you believe Apex should work in win32 then by all means it should work in win98 also. then again, should it work in win32??
answer to that question would be NO, win32 is obsolete, so is win98+SE, even win2000 is obsolete.
also i would direct you to windows 98 support phone/forum but they discontinued that.. for a reason similar to one i am trying to explain to you now.
eh, i guess i lose out on some things. I accept that and have been for a while. I thought of buying xp for some time and i never saw a major reason to get it, besides not being able to dl a handful of programs.
You don't have to be so abrasive about it. I was wondering if there was a fix for it, or if there was a setting I could change, but I get the point.
Win32 i think is the family of windows operating systems from win 95 to win xp, but any way unfortunately i dont think its is going to work on win 98. Your best bet as already stated is to get win xp of a torrent site eg PeerWebXP. That way it won't cost anything, you won't need any serial keys or cracks also (assuming your current pc spec could comfortably handle it, but considering your talking about win 98 i very much doubt it lol). Then you could run Apex DC++.

You so don't want to be running Win98, or anything except XP SP2 or 2000 SP4 for that matter, you are really asking for serious trouble being online. Anyone who wanted to could seriously compromise your computer no matter what security software you have, it's practically worthless, I wouldn't be surprised if you were part of a botnet right now without knowing, and there's nothing you can do about it.
Not to scare you or anything, but you should seriously upgrade to XP, there are no good reasons to be running anything other than XP SP2 or 2000 SP4, except a non Windows OS of course.

Nah, price isn't really an issue, especially with ebay and other methods like you mention. I just didn't see all that much which I was missing out on. Most likely, I'm just going to totally buy a whole new computer when windows Vista releases.

Make sure your win98 is completed up to date from updates and you should be able to run apexdc.
windows 3.2 or what was it called, the one before windows 95 came out.
your missing, all the new applications that run on .NET framework, the new DirectX applications (games). security, features of XP. i could go on.
I'm glad you understand the very point I'm trying to make, i thought you were one of those guys that hates new stuff, and sticks with proven older stuff. which i find illogical and stupid.
i for one have almost everything that is installed on my pc either most newest, or even beta or alpha.
Switching to Vista when it comes out is preferable. as then you wont be so backwards.
If Creative would release sound drivers for Vista RC1 id already switch, as everything else i use already works.
